English Language Textbooks

Scott Sommers comments briefly on Chinese students using English language text books for content courses such as biology, engineering etc. His post was inspired by a longer and more detailed post by Michael Turton. I have also noticed the same thing here in Korea and have wondered why English language texts are so common when actual English skills are low. I may conduct an informal survey of my own to see if I get similar results to Scott and Michael.
