The Korea Herald has an article up: Have the Daejeon hagwon gone too far?. This is a definite must read. This entry will remain sticky until the end of the weekend.
Foreigners are being watched (Dave’s Cafe Thread) in Daejon. Apparently a few hagwons have found that their enrollment is down and have decided that this is due to foreigners teaching privately. Their solution banners on the side of buses advertising the illegality of this with phone numbers to call in order to report private teachers and those employing them.
FOREIGN TEACHERS AND PROFESSORS BE WARNED you are being watched.PRIVATE TEACHING OF ENGLISH IS A LEGAL OFFENSE. TRESPASSERS ARE PROSECUTED, BLACKLISTED, AND DEPORTED. KOREAN OFFENDERS ARE FINED AND LEGALLY PROSECUTED. Informant reward $500 from DFA (Daejon Foreign Language School association)
The above quote is on the banner of one of the buses -pictures in the extended entry. Teaching privately is illegal for E2 visa holders and there have always been rumors of rewards for informants on Dave’s Cafe. But the rewards were allegedly from immigration, not the hagwan association.
What this association fails to realize is that it is not illegal for foreigners to teach privately if they are on the F2-1 or F5 visa and have registered with the ministry of education. I’m pretty sure that these banners are also not going to build up good will in the community. Parents prefer private lessons and will not appreciate being turned in and I’m pretty sure it will be harder for these schools to recruit foreign teachers in the future.

Going by the awkward phrasing anc cack punctuation of those banners it looks like the hagwon directors could do with some private lessons themselves.
This drop in enrolment obviously has nothing at all to do with cramming extra students into classrooms, failing to invest in adequate resources or education coming a remote second to money. Damn those wae-gook sonsaengs!

Lovely. And what happens if some enterprising Koreans decide to make false claims about foreigners in their city just to get some easy cash? Any bitter ex’s or former bosses now have a free hand to make lives miserable as well.
Perhaps it is time to get out of Daejon.

Daejon is digging itself into a non-english teacher zone. Soon, it will be harder and harder to recruit english teachers to these daejon hagwons. Idiots. This will serve to either 1. destroy the hagwon industry, or 2. force hagwon owners to increase the wages for hagwon teachers astronomically in order to attract teachers to a ho-dunk anti teacher city like daejon… wait and see.

I agree to a point, but there will always be some newb who doesn’t do their research. The DFA is definitely very short sited and will in the end hurt themselves more than they hurt teachers.

Hey shouldn’t the banner say illegal?? Anyways I have an F-4 visa, if i register with the EDU minstry can I legally teach privates?? Beacuse we all know Hagwons are mostly babysitting centers where the students spend most of the time talking with each other in Korean or the Korean teacher in KOrean.

my mistake I always forget about the F4 visas. Yeah I believe you can do privates if you register. There’s a whole other thread on Dave’s about the English mistakes on the sign, but I didn’t think it worth linking to.

If your visa is F-2 you may be able to register with your local MoE office (likely in your Gu or the next) for a private tutor’s license. They’ll either give it to you pretty easily or they’ll hassle you for weeks before you get it. Don’t take no. Ask your wife to take you down to the MoE, their English is usually kinda rough. Remember though, it’s still illegal unless you pay taxes on it!
